The Handbook for Telecommunications Regulators provides regulators with a reference source on the main telecommunication regulatory practices and procedures currently utilized around the world.

First published in 2000 in cooperation with the International Telecommunication Union (ITU), the Telecommunications Regulation Handbook has been one of infoDev's most popular publications. The handbook is widely used in regulator training in a wide range of developing countries, and it has been translated and published in six languages.

Due to this substantial demand, and the rapid evolution of technological and regulatory issues, infoDev and the ITU are now sponsoring the preparation of a substantially revised and expanded ICT Regulation (www.ictregulationtoolkit.org) Two modules of the Toolkit are currently available online, and others will be finished by late 2006. 

The Handbook focuses on good-practice available to implement clear and effective regulatory reform initiatives required for the introduction of competition, privatization and more efficient telecom markets in emerging and industrialized economies. It includes introductory descriptions and overviews of the regulatory methods employed by regulators in different countries.
