ITU report "Measuring ICT Availability in Villages and Rural Areas" gathers research on measuring WSIS targets

3 July 2008 | The first World Summit on the Information Society (WSIS) held in Geneva, Switzerland in December 2003, brought together leaders from governments around the world to discuss and adopt strategies for creating an inclusive Information Society. One outcome of the Summit was a Plan of Action enunciating ten targets to be achieved by 2015 of which the first is: “...to connect villages with ICTs and establish community access points...”. Extending ICT benefits to all ICTs can only serve as effective tools of broad-based development, poverty reduction and opportunity for all, if people in every corner of developing countries—and at all levels of society—have reliable and affordable access to them. Broadening the reach and affordability of these technologies and services is a complex and difficult challenge for many developing countries, requiring substantial investments that are often unaffordable for the public sector and unattractive to the private sector.
