infoDev (www.infodev.org), part of the Trade and Competitiveness Global Practice, is a global partnership program within the World Bank Group that works at the intersection of innovation, technology, and entrepreneurship to create opportunities for inclusive growth and job creation. infoDev’s strategic focus is on venture acceleration and incubation, assisting governments and growth-oriented ventures to improve capacity and skills, increase access to finance and ensure appropriate enabling policy to enhance the innovation ecosystem.
Within infoDev, the Climate Technology Program (CTP) discovers and develops innovative solutions to address climate change in developing countries. By working with business enablers the program implements and expands tested approaches, creates linkages, and shares knowledge to catalyze climate technology ventures. The result is a more competitive ecosystem for climate technology sectors, jobs, investment, CO2 reduction, energy access, and climate resiliency.
The flagship initiative of the CTP has been the development and implementation of Climate Innovation Centers (CICs), which are currently at various stages of maturity in seven countries: Kenya, Ethiopia, Ghana, South Africa, Vietnam, Morocco, and the Caribbean. The CICs serve local entrepreneurs and ventures by providing business advisory services and training through mentorship, networking, seminars, and other services that build professional expertise. Additionally in order to improve the competitiveness of local ventures, access to finance, technology information, market intelligence and access to business/technical facilities are also provided.
The companion CTP Global Program aims to strengthen and expand CTP’s operations by connecting, sharing knowledge with, learning from, and providing services to its network of CICs. They will uncover lessons from the CICs and have a research agenda to help the CTP design, deploy and disseminate new models for supporting climate technology ventures.
Job Description / Scope of Work
infoDev is seeking a Short Term Consultant (the Consultant) to assist with various program implementation, research, analysis and writing tasks. This role reports to the CTP Task Managers, and will be based at infoDev’s headquarters in Washington D.C.
The Consultant will primarily support the CTP’s Global Program activities, a role which is envisioned to grow as the CTP continues to scale at both the national and global levels. Day-to-day responsibilities will include:
- Work with Task Managers and consultants to prepare program documents (e.g. reports and presentations) including CIC business/implementation plans, progress updates, annual reports, and strategic plans.
- Support CTP staff in research and analysis of early investment contexts, technology sectors, markets, policies and relevant institutions and stakeholders of countries hosting or proposing to host a CIC. This may include gathering, interpreting and analyzing primary and secondary research from various data sources including desk reviews, focus groups, surveys, workshops and interviews.
- Support the Task Manager with project/document management and compliance with infoDev/World Bank protocols to ensure that deliverables are completed within specific time-frames.
- Format, proof-read and edit documents to ensure consistency and high standards of quality.
- Manage and maintain the CTP database of contacts.
- Provide logistical support in planning and coordinating events under the CTP global activities and for the network of CICs.
- Liaise with infoDev colleagues, as well as consultants and stakeholders (internal and external to the World Bank Group)
- Perform other tasks as required by the Program Coordinator and Task Manager(s).
In addition, the Consultant will have the opportunity to contribute to and/or coordinate upcoming special projects, such as:
- an internal accelerator program within the World Bank Group to support the development of the next generation of CICs
The Consultant will be hired for up to 60 days in the fiscal year ending June 2015. (Short Term Consultants at the World Bank Group are contracted for a maximum of 150 days per fiscal year.)
The successful candidate will possess the following:
- Bachelors degree and 1-3 years of related World Bank and/or external experience or Masters degree in a relevant discipline (e.g. business, economics, technology management energy policy);
- Demonstrated experience with research, analysis, report writing and the ability to produce concrete and actionable recommendations;
- Excellent interpersonal, verbal and written communications skills that will result in successful interaction with internal and external stakeholders;
- Experience with logistics management and planning for large and small events;
- Experience putting together presentations to a diverse set of stakeholders;
- Demonstrated ability to take initiative, manage multiple priorities, and work independently;
- Experience working on entrepreneurship and/or small and medium size enterprise (SME) development issues in developing countries, including some knowledge of business incubation cycles is a plus;
- Knowledge of appropriate SME support mechanisms, including access to finance, public policies, and linkages and eco-systems to grow sustainable enterprises;
- Knowledge of environment, energy, climate change and/or green growth sectors, policies, institutions and markets.
- Experience working in a multicultural team;
- Fluency in English; and
- Enthusiasm to support an innovation agenda;
