infoDev is currently accepting applications for a Program Analyst to join infoDev's team in Washington D.C.
The ICT Policy Analyst will work to advance infoDev’s “Access to ICT for All” theme, specializing in the developmental dimensions of ICT policy and regulatory issues. His/her duties and responsibilities will include to:
• Manage the administration and operation of the infoDev/ International Telecommunication Union (ITU) ICT in Regulation Toolkit
• Serve as the main focal point for infoDev’s partnership with the ITU on the ICT in Regulation Toolkit and other collaborative initiatives
• Provide technical expertise on a range of ICT policy and regulatory issues, including promoting fair competition, licensing, interconnection, economic and technical regulation, legal and legislative issues, convergence and next generation networks/services/technologies, public-private partnership models for enhancing access to ICTs, effective strategies for, and trends in, infrastructure development (including broadband networks), universal access regimes, regulatory dispute resolution mechanisms and management of scarce resources such as numbers and spectrum
• Help implement a two-year Global Capacity Building Initiative for Regulators in collaboration with CITPO, the ITU and other partners
• Co-ordinate closely with CITPO staff as a team to advance a well-defined and articulated shared work agenda with CITPO on policy and regulatory issues under the “Access for All to ICT” theme
• Where appropriate, participate as an ICT policy and regulatory expert in World Bank project teams and international policy and regulatory events, projects and forums; organize, facilitate and participate in policy and regulatory meetings, projects or activities on behalf of infoDev
• Advance infoDev’s analytical agenda on “Access to ICT for All” issues by researching, analyzing and proposing cutting-edge new areas of work for infoDev to undertake
• Work to assure the quality, intellectual rigor and development impact of infoDev’s knowledge products and analytical agenda under the “Access for All to ICT” theme by implementing field activities, consultation meetings and peer review mechanisms with key experts, practitioners and stakeholders to meticulously test the conclusions and recommendations contained therein
• Continually monitor, evaluate and assess the quality and development impact of infoDev’s work in the “Access for All to ICT” theme for developing countries
• Liaise on behalf of infoDev with colleagues from national regulatory or policy agencies, international and regional regulatory associations, policy and regulatory practitioners, infoDev donors, international development organizations and other World Bank sectors (such as energy, water, transport, financial services, and private sector advisory services).
